Confirmed feats

Confirmed feats matter most. Defeating a top-tier enemy, fighting an Emperor, changing a battlefield, or forcing another legend to retreat carries more weight than reputation alone.

That is why Luffy, Shanks, Blackbeard, Law, Kaido, and the Admirals have strong placements. Their power has been tested on-page or on-screen.

Haki level

Haki is the biggest separator at the top of One Piece. Devil Fruits can dominate battles, but the story keeps proving that elite Haki decides the highest tier.

Roger, Shanks, Garp, Joy Boy, Whitebeard, Kaido, Luffy, and Rayleigh rank high because their strength is not limited to one ability.

Devil Fruit power

Devil Fruit power matters when it changes the rules of a fight. The Gura Gura no Mi, Yami Yami no Mi, Hito Hito no Mi Model: Nika, Ope Ope no Mi, and Logia fruits all create major matchup problems.

10. Monkey D. Luffy

11. Kaido

Kaido ranks eleventh because the story called him the World’s Strongest Creature, and his Wano performance backed it up. He fought many strong opponents before his final loss to Luffy.

Kaido had advanced Haki, a Mythical Zoan fruit, elite durability, huge attack power, and battlefield stamina. Very few characters can survive what he survived.

16. Kuzan

1. Figarland Shamrock

Figarland Shamrock is one of the biggest Final Saga names because of his Figarland bloodline and God’s Knights position. His connection to Garling and the Elbaph storyline makes him highly relevant.

He is not ranked in the top 20 yet because his combat ceiling is still unclear. The story is clearly saving more for him.

2. Loki

He may become a top-tier fighter if the manga confirms his full power. For now, he belongs in the watchlist, not the main ranking.

3. Gunko

Her position suggests danger, but position alone is not enough. She needs more direct battle evidence before entering a strongest character list.

4. The Knights of God
